The Zambia National Education Coalition (ZANEC) joins the global community in observing the International Day of Persons with Disabilities, held annually on December 3.
According to ZANEC executive director George Hamusunga this day provides an opportunity for governments, organizations, and communities to come together, raise awareness, promote inclusion, and improve the lives of persons with disabilities while celebrating their significant contributions to society.
This year’s theme, “Amplifying the Leadership of Persons with Disabilities for an Inclusive and Sustainable Future,” emphasizes the importance of empowering individuals with disabilities to take charge of their lives and contribute meaningfully to society.
He says ZANEC underscores that the provision of quality education is essential for persons with disabilities, as it supports their well-being, dignity, and ability to participate fully in society.
Mr. Hamusunga explained that Education plays a vital role in shaping the futures of persons with disabilities, equipping them with the skills and knowledge necessary for self-advocacy and leadership.
He notes that inclusion is not merely about physical accessibility; it also involves fostering a culture of respect, understanding, and support across all areas of life, including education, employment, recreation, and governance.
Globally, approximately 1.3 billion people live with some form of disability, with persons with disabilities comprising nearly 11% of Zambia’s population. Zambia has made significant strides towards achieving the Sustainable Development Goals (SDGs) by placing inclusivity at the core of national development. The Eighth National Development Plan (8NDP) stresses the importance of leaving no one behind, emphasizing equitable economic growth and the inclusion of marginalized groups, such as persons with disabilities.
However, ZANEC highlights a critical gap in political representation, noting that the 2021 elections saw no Members of Parliament with disabilities. This lack of representation in decision-making bodies underscores the need for greater political inclusion. ZANEC calls for intentional efforts to enable persons with disabilities to participate fully in governance and the broader societal framework, ensuring they have a voice in shaping Zambia’s future.
He said Education remains a key lever in realizing the theme of this year’s observance stressing that through inclusive education, persons with disabilities can acquire the tools to lead, advocate for their rights, and assume leadership positions.
Mr. Hamusunga added that ZANEC emphasizes that education is crucial for achieving SDG 4 on inclusive quality education for all.
He said in line with the global call to action, ZANEC makes the following recommendations:
Promote equal and inclusive education for persons with disabilities across all levels.
Ensure the inclusion of persons with disabilities in all areas of life.
Increase the participation of persons with disabilities in decision-making processes.
Raise awareness about the rights of persons with disabilities.
Invest more resources to address prevailing inequalities in education and to promote inclusion in schools.
He said that fully implementing the Persons with Disability Act of 2012, aligns with the Convention on the Rights of Persons with Disabilities, especially Article 24, which affirms the right to education on the basis of equal opportunity.
